Covid-19 Guidelines Attached

The North Carolina Dixie Youth Baseball (NCDYB) State Board of Directors met on January 30 to discuss the 2021 season. 

We continue to be very concerned over the impact COVID-19 is having upon our leagues. Our desire is to continue to provide a successful season to all involved in NCDYB in 2021. We know there are State of NC guidelines, local jurisdiction guidelines and parental concerns that impact on what we can do and when we can play. 

Dixie Youth Baseball (and NCDYB) believes in the autonomy of the local leagues. Consequently, continuation of practices, games and following Covid-19 guidelines is left up to the leadership of the local leagues. However, we encourage league leaders to follow the policies of the NC Department of Health, as well as the local municipality guidelines. 

The last Interim Guidance from the NC Department of Health and Human Services dated on 2/26/2021, updated from the Janaury 28, 2021 Guidance, is attached herein. The latest Guidance allows for 30% of capacity for outdoor fields (or 7 persons for each 1,000sf of space if the capacity is not known).. NCDYB encourages each league to follow good practices such as social distancing, temperature checks of players and coaches along with the other guidelines mentioned in the above Interim Guidance. Face masks (coverings) are required, but with some exceptions. The Interim Guidance can be found in the Attachments below 

The State Director has the authority to approve tournament eligibility for players who are not able to play 11 regular season for justifiable reasons, such as COVID-19. I will certainly do so if the games missed are due to teams not being able to play as a result of policies related to COVID-19. 

For now, we are planning on having regular season team Scholarship Practice games, a regular season followed by Tournament teams Scholarship Practice games, District Tournaments, State Tournaments and the World Series. 

There is a Conditional 2021 Player Release Application that has to be approved by the State Board of Directors for players whose local league does not provide league play. A player is released for 2021 only and remains property of the league where the player lives, thus the player must return to the former league in 2022 if due to the players resident league not playing in 2021. The Application is in the Attachments below.  The Application should be emailed (ncdyb@dybusa.org) to the State Director before April 1. 

District Workshops will begin on February 13. All locations, but one, have been finalized as of today (February 16). It is important that every league have one or more representatives at a District Workshop. The schedule is in one of the Attachments below.

IMPORTANT NOTE: The deadline to apply for a 2021 Dixie Youth Baseball Scholarship is March 1 (instead of the traditional February 1 date). SAT and ACT scores are not required for 2021.The application is in the Attachments below. 

Wayne Casteen will soon place an Umpire Registration and Test on this website. Wayne will work with District Directors to schedule Umpire Training Clinics.

The State Tournament sites have been decided for the D1 AA, D1 AAA, D1 & D2 Majors, and the D1 & D2 Ozone tournaments. The D1 AA will be hosted by Bladen County in Clarkton starting on July 3. The D1 AAA will be hosted by South Stanly in Norwood starting on July 10.  The D2 AA & AAA will be hosted by Dunn starting on July 10. The D1 & D2 Majors will be hosted by Elizabethtown with the D2 Majors starting on July 16 and the D1 Majors starting on July 17.. The D1 & D2 Ozone will be hosted by Eden at Freedom Park with both starting on July 17. You can access the brackets under the 2021 State Tournaments news section.
